Are Engineers of GMDA and MCG incompetent for their jobs?

Retired Chief Engineer Haryana P.W.D(B&R) Ex ADVISOR (Tech)N.H.A.I EX TEAM LEADER OF PROJECTSOF N.H.A.I .The Engineers of GMDA and MCG are most incompetent for their jobs.They are not competent for the tasks assigned to their post..nor are having experience for nature of jobs/duties assigned to them.they have not constructed any culverts on any roads for drainage of rain water.2 they donot carry out drainage survey/Study of the Area.3The DTP donot take into consideration for drainage aspect while approving change of land use.Even drainage plan of city having drainage aspect is missing.The roads in sector are behaving as drains because the berms are higher.There is not any project Apprisal committee for apprisal of D.P.Rand to evaluate D.P.R and it’s deficiencies. I may quote one instance when MCG andGMDA failed to construct culvert to cross badsahpur drain NH8.At that time traffic was jammed for more than 12 hours during rains at that time N.H.A.I decided to construct culvert.i as Team leader of project of construction of underpass at Rajeev chowk south city chowk under pass and fly over at Maharana partap chowk ggn and iffcochowks uturns was constructed in record time of one year. And culvert for crossing badsah across NH8 was constructed in record fourth.days Now GMDA,and MCG could not patch up pot hole repairsof roads within a year.pot hole repairs can be done in rainy season as well if they have expertise and will to repair.A single pot hole can cause accident and loss of life but authorities donot care at all.Tailpiece .By CR Bishnoi retired Executive Engineer on deputation from PWD Haryana and in Municipal corporation Gurugram.
Strong will power can improve the situation of Gurugram. An officer like Shridharan ji,who successfully executed Delhi Metro, with full powers,can make the Gurugram better. Some improvement can be done by making it UT,but can’t be done like Chandigarh.
