Meet Tasleem Kataria, an Army jawan posted in Hyderabad, originally from Sohna in Haryana. While he was away on duty, his family allegedly faced harassment from employees of DHBVN (Dakshin Haryana Bijli Vitran Nigam), which led him to become a whistleblower. His efforts ultimately exposed a major recruitment scam involving large-scale appointments based on forged certificates.
Our investigation has revealed shocking details. The case has all the elements of a gripping Mumbai-style thriller—corruption, harassment of poor families by officials, and the courage of a victim who stood up against the system.
A total of 97 Assistant Linemen were recruited, and Tasleem’s complaint indicated that a majority of them had secured their jobs using fake certificates. He further alleged that senior officials attempted to suppress the matter.
Shockingly, during the probe, the accused did not cooperate. The enquiry report by the XEN (OP) Division of DHBVN, Sohna, stated that employees were verbally instructed to submit their original qualification documents, but none complied. They also refused to acknowledge written notices and instead resorted to a strike under the banner of the APHC Workers Union.
The report further noted that, based on their non-cooperation, it is suspected that around 50% of the employees may have submitted non-genuine documents, while others avoided compliance due to union support. It also highlighted that similar situations may exist in nearby circles, including Palwal, Faridabad, and Gurugram.
