For decades, Haryana’s political landscape has been dominated by leaders popularly referred to as “Lals.” Here, we examine the contrasting styles of two such leaders and how they dealt with the bureaucracy.
When One Lal Took Responsibility
Nearly three decades ago, one “Lal,” known for his considerate and protective approach toward officers, ruled the state.
A case came up before the Punjab and Haryana High Court. The court required him to file an affidavit clarifying whether the signatures made by his O.S.D. (Officer on Special Duty) on a particular file had his consent.
In a remarkable display of leadership and accountability, he submitted an affidavit stating that not only this particular order, but all orders signed by his O.S.D. were made with his full consent.
Now, Another Lal…
In contrast, another “Lal” summoned a Deputy Commissioner (D.C.) from a district in the NCR to Haryana Bhawan in New Delhi. He reportedly instructed the officer to clear a file that involved legal complications.
The officer complied with the directive. However, when the matter later became controversial, the same leader made a U-turn and shifted the blame onto the officer.
