Haryana CM window- complaint of fabrication of revenue records sent to same Tehsildar against whom complaint was made for investigation

The old proverb about a cat being entrusted to guard the milk appears to have been repeated in the functioning of the Haryana CM Window, an ambitious initiative launched to provide justice and grievance redressal to citizens.
A complaint was filed on the CM Window by Rohit Sharma against revenue officials of Pataudi Tehsil in Gurugram district.
The complaint alleged a conspiracy involving manipulation of revenue records, forgery of official documents, and the illegal deprivation of property rights in a land partition dispute.
Shockingly, the complaint was forwarded to the very officer against whom allegations had been made—Tehsildar Rita Grover—for investigation.
She subsequently closed the complaint herself, stating that anyone aggrieved should approach the court. In effect, she granted herself a clean chit while concealing the alleged wrongdoing, leaving the complainant with no option but to seek judicial intervention.
Taking serious note of the detailed facts, certified evidence of chronological fabrication, and explicit indications of corruption, Judicial Magistrate First Class Deepak Jaglan directed the SHO, Pataudi, to register an FIR under the appropriate provisions of the Bharatiya Nyaya Sanhita (BNS) against all the accused persons.
The court ordered that, “The police must conduct a comprehensive, impartial and in-depth investigation into the modus operandi related to the forgery of documents and the broader criminal conspiracy.”
The court further observed that there had been blatant manipulation of official records, warranting a thorough criminal investigation into the matter.
