What is common among Haryana cadre IPS officers Manoj Yadav, Subhash Yadav, and Shatrujeet Kapoor?
Manoj Yadav and Subhash Yadav have both faced false murder charges in the past and were later discharged. Shatrujeet Kapoor, who is currently serving as the Director General of the Indo-Tibetan Border Police (ITBP), is facing a case registered with the Chandigarh Police on allegations of abetment to suicide of Haryana ADGP Y. Purnakumar.
These incidents are no less dramatic than a Mumbai-style thriller film. They highlight how even senior police officers can become victims of conspiracies.
Some years ago, Manoj Yadav—now retired as DGP Haryana and currently serving as Director of HIPA, Gurugram—was posted as ASP in Rohtak and was the supervisory officer of Sāmpla police station. A false case was registered against him for the alleged murder of two youths in village Kahrawar . The case was later cancelled. Interestingly, the case was reportedly filed under political pressure, even though the then SP of Rohtak, Baljit Sandhu (now retired as DGP), and DIG Rohtak Range, V.K. Kapoor, were aware of its falsity.
Now, the case of Subhash Yadav, who retired as ADGP. During Bhupinder Singh Hooda’s tenure as Chief Minister, Yadav was posted as SP in Hisar. Amid a Jat agitation over reservation demands, protestors blocked a national highway. Acting on court orders, Subhash Yadav went to clear the blockade. An aggressive mob pelted stones at the police, forcing personnel to retreat. In self-defense, a policeman opened fire, resulting in one death. Subhash Yadav was accused of ordering the firing and faced a murder case, which was later dismissed.
The story of Shatrujeet Kapoor is even more dramatic. He was serving as DGP Haryana when Y. Purnakumar, IG Rohtak Range, died by suicide in Chandigarh. Kapoor was held responsible, and a case was registered against him in Chandigarh on charges of abetment to suicide. He subsequently went on leave. In his suicide note, Purnakumar reportedly named around two dozen serving and retired IAS and IPS officers. The matter later took a political turn, with Purnakumar’s wife, IAS officer Amneet Kaur, also naming Kapoor.
Epilogue:
Such episodes are not uncommon in the Haryana Police. Many such untold stories will be featured in my upcoming book, “Untold Story of Haryana Police.”
