The BJP Says One Thing and Does Another; It Is Engaged Solely in “Event Management”

Prof. Sampat Singh, has levelled serious allegations of gross financial mismanagement and betrayal of the people of the state against the BJP government regarding the 2025-26 Budget. He stated that, during his budget speech on March 2, the Chief Minister had claimed that 98 percent of the previous year’s budget had been utilized.

Prof. Sampat Singh countered this, asserting, “I have access to expenditure figures for the budget period extending up to February 25, 2026.” In the 2025-26 budget, the government had made a total of 729 announcements. Approximately 300 of these announcements were allocated a total of Rs 7,500 crore; however, as of February 25, 2026, absolutely zero funds had been spent on them.

He further highlighted that, within the Department of Agriculture and Farmers’ Welfare, Rs 406.12 crore was allocated for subsidized agricultural infrastructure, yet the actual expenditure remained zero. Similarly, the Department of Panchayati Raj and Development failed to spend even a single rupee out of the Rs 890 crore allocated under the State Finance Commission for rural development. Furthermore, funds amounting to Rs 248 crore under the Swachh Bharat Mission and Rs 73 crore for the Karnal Smart City project remained unutilized.

The Rs 357 crore allocated for strengthening healthcare services and for the National Cancer Prevention Program also went unspent. In the Department of Education, despite a budgetary allocation of Rs 310 crore for school infrastructure, model schools, and major science projects, the actual expenditure recorded was zero. Out of the ₹1,415 crore allocated for major education schemes, only ₹240 crore was actually spent. No expenditure was incurred on schemes worth ₹306 crore intended to strengthen fire services.

Under all urban housing schemes, ₹1,339.90 crore remained unspent, while for rural housing, only ₹205 crore was utilized out of an allocation of ₹1,540 crore. Out of the ₹1,129 crore earmarked for micro-irrigation and related schemes, not a single rupee was spent. Expenditure on the ₹865 crore allocated for drinking water supply and regional development projects stood at zero. The Rural Development Department recorded zero expenditure on schemes worth ₹300 crore. Total departmental expenditure remained limited to a mere 18 percent.

Under MGNREGA, only ₹99 crore was spent out of an allocation of ₹446 crore. In the Department of Social Justice and Empowerment, expenditure on various welfare schemes worth ₹591 crore was nil. The Department of Women and Child Development incurred no expenditure on schemes worth ₹221 crore, while for nutrition programs, only ₹6 crore was spent out of an allocation of ₹90 crore. Out of the ₹151 crore allocated for skill development and employment schemes—including the ‘Drone Didi’ and ‘Sankalp’ schemes—expenditure remained at zero. Only 22 percent of the allocated funds were spent on the ‘Beti Bachao, Beti Padhao’ initiative. He stated that these figures were compiled using data from the online budget allocation monitoring and analysis system. Sampat Singh declared, “I will lodge a formal complaint regarding this matter with the Principal Accountant General, the Central Finance Commission, and the Governor.”

The failure to spend even a single penny on these schemes constitutes gross financial mismanagement on the part of the BJP government. The BJP says one thing and does another. The government is merely engaging in “event management” within the state. The BJP government has imposed such heavy taxes on items like ghee, milk, lassi, and even children’s textbooks, that the government faces absolutely no shortage of revenue. However, the critical issue is that these funds are being misused—diverted to distribute freebies among the public solely to secure political power. The people of the state do not want alms; they want employment. The state ought to be investing in education and healthcare; instead, the government is handing these sectors over to private entities. Cases of bank fraud continue to surface with alarming frequency under the current administration.

Taking a sharp dig at financial mismanagement, the officials across various departments are investing funds in Fixed Deposits (FDs) yielding a return of merely 5–6 percent, even as the government itself is borrowing money at interest rates ranging from 10 to 12 percent. This is financial anarchy at its peak.
Raising farmers’ issues, he said the government has pushed them into distress with impractical policies like mandatory biometric verification at mandis. Sampat Singh further stated that farmers are currently facing significant difficulties in selling their produce at the mandis (agricultural markets). Farmers—the very individuals who toil in the fields, ploughing the land and wielding the spade—are now being subjected to demands for biometric verification. He questioned: “If a farmer’s land is registered in his mother’s name, is she then expected to go to the mandi herself to sell the harvest?”
This government has crossed every limit of incompetence and dishonesty. The people of Haryana are watching, and they will not forgive this betrayal. The BJP can hide behind advertisements and events, but it cannot escape the people’s verdict.”
