At a time when plantation drives are failing, saplings are dying in large numbers, forest cover is thinning, and crores of public money are being wasted on ineffective afforestation, another disturbing development has emerged in the Haryana Forest Department.
Despite severe pressure on public finances, orders are allegedly being issued creating or upgrading positions in a manner that raises serious administrative and legal questions. One is compelled to ask: who is truly running the government machinery? When Prime Minister Narendra Modi repeatedly emphasizes conservation of resources and fiscal discipline, how can such controversial administrative decisions continue unchecked?
The situation becomes even more concerning when certain officers allegedly use designations higher than those officially assigned to them through government orders. For example, if an officer officially posted as “Additional PCCF” signs files or uses seals carrying the designation “PCCF,” it may amount to a misrepresentation of authority and a violation of established administrative procedure.
In the event of judicial scrutiny, such actions could raise serious legal complications. Any mismatch between the officially sanctioned post and the designation used on official records may invite disciplinary proceedings, administrative action, and potential legal consequences. Courts may also examine whether orders issued under such circumstances carry proper legal validity.
At present, there appears to be little accountability at the ground level. Decisions affecting public institutions, finances, and governance should be subject to strict transparency and legal scrutiny. If rules are being manipulated to create unauthorized positions or exercise powers beyond officially sanctioned authority, the matter deserves immediate investigation.
