During the Haryana Assembly election campaign, Prime Minister Narendra Modi had alleged that the Bhupinder Singh Hooda-led Haryana Government had favoured builders in violation of rules and promised strict action if the BJP came to power.
The BJP came to power in Haryana विथ Manohar Lal Khattar, considered Modi’s personal choice, serving as Chief Minister However , instead of taking action against alleged irregularities and decisions benefiting builders during the Hooda regime, the Khattar Government has reportedly regularised some of those controversial decisions.
Sector-17 in Sohna, located in Gurugram district, had been earmarked in the Master Plan for the rehabilitation of industrial workers. The Master Plan is a legally binding document governing development in the area.
However, barely a few months before the Assembly elections, the then Department of Town and Country Planning (DTCP) allegedly issued three licences to a builder considered close to the ruling establishment at the time. The licences, granted on June 16, 2014, permitted the development of a group housing project, a plotted colony and a commercial colony over nearly 60 acres of land.
Instead of cancelling the allegedly illegal licence, the Manohar Lal Khattar-led Government converted nearly 13 acres of the licensed land under the Deendayal Upadhyaya Jan Awas Yojana on November 7, 2017, allegedly benefiting the builder.
As a result, the builder reportedly received relief worth nearly Rs. 50 crore, which otherwise would have been payable to the government as External Development Charges (EDC). Under the Deendayal Upadhyaya Jan Awas Scheme, the EDC payable is nominal. In addition, the builder allegedly gained extra saleable area under the new scheme.
Sources claim that the builder later approached the government again, seeking conversion of another 30 acres from the same licence into the Deendayal Upadhyaya Jan Awas Scheme. The application is reportedly pending with then DTCP Director K.M. Pandurang.
Despite repeated attempts and assurances regarding an official response, Mr. Pandurang did not respond to queries seeking the department’s version.
