The Modi government was not initially in favor of women’s reservation in the Lok Sabha and state assemblies. Nearly nine years after coming to power at the Centre, it introduced the Women’s Reservation Bill in 2023 and ensured its passage, but with implementation deferred until after 2030. The rollout was linked to the completion of a fresh Census of India and subsequent delimitation of constituencies.
That should have been the final step. The bill was passed with broad consensus, with support from all major political parties.
However, in a significant shift from its earlier position, the government later introduced another proposal based on its own seat calculations, without waiting for a new census or delimitation exercise. The government was reportedly aware that the opposition was unlikely to support this move.
The result is a politically advantageous situation: the responsibility for the bill’s failure shifts to the opposition, while the government avoids direct accountability.
In effect, the status quo remains unchanged—male dominance in both society and governance continues, while meaningful political representation for women remains delayed. Meanwhile, the ruling party may still derive electoral benefits from the issue.
