Duggal began his service in the Haryana Police on 09 December 1993. Owing to his working style, courage, discipline, dedication to duty, and impeccable image, he holds a distinct identity within the police department. During his illustrious service career of nearly 32 years, his service record has been exemplary.

Throughout his long tenure, Duggal, has rendered outstanding and commendable service in several important areas, including maintaining law and order during agitations, protests, strikes, and political activities; providing security to very important persons (VIPs); police arrangement during Lok Sabha, Vidhan sabha, and other elections; ensuring security during religious and cultural events/fairs; prevention of heinous crimes and arrest of criminals; taking strict action against notorious criminals; and welfare of police personnel. While serving as Superintendent of Police in Jhajjar and Palwal, he carried out notable and praiseworthy action under the NDPS Act and Arms Act against accused involved in trafficking, possession, and sale of narcotic drugs and illegal weapons. In recognition of his excellent work, he has been honoured with numerous awards and medals by the police department and the government from time to time.

Duggal, IPS, has served as Superintendent of Police in several districts of Haryana, including Rohtak, Rewari, Jhajjar, Palwal, Panipat, and Nuh. Among these, he was posted twice each as Superintendent of Police in Palwal and Jhajjar. In addition, he served as Deputy Commissioner of Police (Crime) in Gurugram and was posted four times as Deputy Commissioner of Police in Police Commissionerate Faridabad (Central Zone, Headquarters, and Ballabhgarh Zone). He also discharged important responsibilities as Superintendent of Police, Special Task Force, Gurugram, and in the State Crime Branch.
In the year 2024, while serving as Deputy Commissioner of Police, Ballabhgarh, he was promoted to the rank of Deputy Inspector General of Police. Thereafter, he served as Joint Commissioner of Police, Gurugram, and as Deputy Inspector General of Police in the State Crime Branch, Gurugram. Since November 2024, he has been posted as Joint Commissioner of Police in Police Commissionerate Faridabad, where he holds the charge of Arms Licensing Authority, Faridabad, and also has the additional charge of Traffic, Faridabad.

Duggal, also performed outstanding and commendable work while serving as Assistant Commissioner of Police, Udyog Vihar, Gurugram, and as Deputy Superintendent of Police, Lokayukta. On 18.12.2008, while posted as Assistant Commissioner of Police, Udyog Vihar, in Police Commissionerate Gurugram, an encounter took place with a dreaded criminal, Rajeev alias Pochu, resident of Suraj Vihar, Dadri, Gautam Buddh Nagar (U.P.), in the area of Police Station Rajendra Park, Gurugram, during which the criminal was killed in police action. For this exceptional courage and bravery, he was awarded the President’s Police Medal for Gallantry on the occasion of Independence Day 2010.

In addition, for his outstanding and commendable services in the police department, he was awarded the President’s Police Medal for Meritorious Service on Republic Day 2014. Further, recognizing his distinguished and unparalleled services, he has been honoured with the President’s Police Medal for Distinguished Service on the occasion of Republic Day 2026.Tailpiece.He was DSP of DGP,s flying squad during tenure of Nirmal Singh and was assigned major job of arresting reader of a senior IPS officer of IG rank.
