Retired Haryana Inspector General Manmohan Singh was widely regarded as a role model for generations of police officers. His commitment to duty was evident early in his career—most notably in 1980, when he ensured the arrest of those responsible for the Narwana spurious liquor tragedy despite intense political pressure.
Colleagues remember him as a man of rare integrity, for whom the uniform stood above all divisions. “His uniform was his only caste and religion,” recalled John V. George, retired Director General of Jails, Haryana. “He was a simple, honest and upright officer.”
Echoing similar sentiments, retired ADGP V. K. Kapur described him as “a thorough professional, a gentleman—dignified and graceful.” Former DGP Baljit Sandhu noted that although he never had the opportunity to work directly under him, Singh’s reputation as a dedicated officer was widely acknowledged.
Retired ADGP Subash Yadav said Singh remained a role model for younger generations of officers. Another former DGP, Ranjeev Dalal, shared a personal anecdote from 1979 when he was posted as SP, Bhiwani. “There was a near-revolt situation in the police. I had just gotten engaged and sought leave to attend my ceremony, but Manmohan Singh refused, saying police and army personnel often marry even through photographs. Duty came first,” he recalled.
This writer had the opportunity to meet Singh a few years ago at a wedding reception in Panchkula. He had promised to share his experiences with politicians for an upcoming book on the Haryana Police titled Untold Story of Haryana Police.
Dr. George also remembered Singh as a keen farmer who owned a farmhouse in Sangrur district of Punjab, bordering Jind in Haryana. During one visit, he found Singh—then head of the force—personally ploughing his fields on leave. “He could easily have deployed personnel for the task, as some others did. But that was his integrity,” George said.
Above all, Singh encouraged good work, supported capable officers, and remained, at heart, a compassionate human being.
