When Bansi Lal (as CM) confronted T.V.S.N.Prasad ( then DC,Rohtak ).
“Who taught you how to run administration ?
-Does a DM, who himself becomes a witness in criminal case, has any right to continue on his post?”-
Prasad humbly told to Bansi Lal.
“ Sir,a .DM who keeps quiet after seeing a heinous crime ,involving an attempt on the life of an innocent person by some unruly goons ,has no right to continue in office.”

“Who taught you how to run an administration ?
-Does a District Magistrate, who himself becomes a witness in criminal case, has any right to continue against his post?”
But this is what a bold but respectful Prasad humbly submitted to Bansi Lal.
“ Sir,a .District Magistrate who keeps quiet after seeing a heinous crime ,involving an attempt on the life of an innocent person by some unruly goons ,has no right to continue in office.”
How TVSN ensured arrest of those who made a murderous attack on Vivek Sharma, then VC.MDU,Rohtak.-
TVSN,’s action had annoyed Bansi Lal as it had led to an embarrassment to his Government.
.Although Bansi Lal knew that TVSN was a truly committed bureaucrat but he was poisoned by his some family members and a DIG rank Police officer, who had masterminded the “operation” against Vivek Sharma.
The above Conversation between Bansi Lal and TVSN took place during a public function in Rohtak of which Hawa Singh Hooda , the then Advocate General of Haryana,was a witness.
Although Bansi Lal was a changed man as compared to his earlier days but ,on hearing the reply of Prasad ,which was unusual for a DC(unlike most meek officers these days), he became furious,which was on expected lines.
Luckily,Hawa Singh Hooda intervened and the situation was saved .
As a knee-jerk reaction, a move was made to transfer Prasad from Rohtak but fate had something else in store for him.The Election Commission announced the date for holding by-election to the Jhajjar Assembly constituency in the district which resulted in putting brakes on such a move.Later, Bansi Lal came to know the real picture and he reportedly commented about Prasad.

On receiving a call from wife of Vivek Sharma,Prasad immediately rushed to PGI,Rohtak along with his gunman.
He was shocked to see that hundreds of youths were mercilessly
beating Vivek Sharma and his son Naveen , who were lying on a stretcher.
.Prasad pushed the students aside and brought Vivek Sharma to his car and dropped him at his residence.
Orders were issued that Vivek Sharma will not come out of his as it was feared that he may be attacked again.
Prasad’s shirt carried bloodstains which later became a piece of evidence
.Prasad appeared in a CBI court at Ambala several times. as a witness.
Needless to state ,the Police remained a mute spectator during this testing time.
Shockingly, a DSP who was present at PGI,Rohtak, instead of coming to the rescue of Vivek Sharma,instigated the attackers and told them to be more violent.Then SP had gone on tour.
One Dr.Rathi who was in-charge of emergency ward of PGI, where Vivek Sharma was assaulted, had issued a medico-legal report and has confirmed the incident of violence.
