From Manesar sweeping scam to Sugar Mill Shahbad scam .How a firm is patronised by an IAS officer who is supposed to protect the interests of the Sugar Mill.Our investigation has revealed startling disclosures.Operation
and Maintenance Tender of Shahabad Sugar Mil awarded to M/s OM Enterprises two times by the then Management which was cancelled by Sugarfed as it was not as per the State Govt. approved terms and condition of tender.
* Operation and Maintenance Tender of Shahabad Ethanol Plant was awarded to M/s OM Enterprises
> After the transfer of the then MD, Sugar Mil O&M Tender was floated again as per the approved terms and condition of State Govt. and finalized to M/s Kush Engineering Works and M/s RA Fabricator @ 100 Lakhs less than the previous tender. Both the firms are having working experience of Meham, Sonipat and Shahabad.
Complaints.
Since O&M tender of Sugar Mil, Shahabad which was awarded to M/s OM enterprises and later on cancelled by Sugarfed was passed by Vineet Tomar and Deepak Khator and when the tender was uploaded with
approved terms and condition, its rates decreased by more than 100 Lakhs, seeing the financial bid, Vineet Tomar has filed a complaint that documents annexed are wrong.
The documents annexed with the bid were checked and verified from the issuing authority. After receiving of verification report, tender was awarded @ 100 lakhs less than the previous rate by the BOD under the
chairmanship of the then DC, Kurukshetra.
The said complaint was enquired and filed at the level of State Govt by the thenACS, Cooperation and on CM Window also.
* Meanwhile, M/s OM Enterprises has not submitted Bank Guarantee of Rs 1.29cr.of Ethanol tender and the then CAO, Deepak Khator has neither intimate the same to his subordinate nor taken the BG from the party and report by calculating Cost benefit analysis of the prevailing market price of Molasses.

thereafter he was firstly suspended and then relieved from the Mils due to multiple enquiry against him. It has then come to knowledge of current SSM holding the charge of CAO in 2nd Week of January 2025.

First notice issued to M/s OM Enterprises for submission
of BG of Rs 1.29 cr
Resulting DC opened the fresh enquiry of O&M tender after a lapse of three months which was earlier filed by Higher Authority i.e. AC(Cooperation) for putting undue
pressure.
DC has even started raising observations/objections in BOD proceedings dated 23.12.2024 which was pending with her since last month.
(The same were duly replied in which Shahabad rates of procurement were lesser than the Karnal and Panipat Mills rates.)
Mills-issued second notice to M/s OM Enterprises for
submission of BG
During the BOD meeting dated 06.02.2025, DC is in favor of closing the operations of Ethanol Plant.
A committee has been constituted to submit detailed report
for the month of January 2025 for non production of Ethanol
Deputy Commissioner same day immediately directed MD, Sugar Mill to call a BOD meeting for discussion of
following matters: closure of Ethanol, CAO link officer and Director,s son appointment on Driver post matter
In compliance thereof, permission was sought for urgent
meeting scheduled for 20.02.2025.
Cost benefit Analysis report were prepared and presented before BOD. It was decided to temporarily

defer the production of Ethanol and OM Enterprises was directed to submit BG and penalty immediately.
Proceedings were not signed by DC and returned back 19.03.2025 after one month with the direction that it was nowhere discussed that BG and Penalty to be deposited by the Party worth 2.5 cr.
Given Final notice of seven days to M/s OM Enterprises 02.04.2025 by the Mills to submit BG and Penalty of Rs 2.5 cr.
On seventh day of notice, OM Enterprises has given application to DC and DC immediately directed MD, Sugar Mill to halt all the proceedings and no action has been seen since then Two complaints were pending regarding OM enterprises with the DC but selectively DC has not touched single complaint till the time. One complaint of Mills Elected Director is regarding wrong tender allotment to M/s OM Enterprises as the firm is technically not qualified due to which Ethanol Plant is not working.
Saraswati Sugar Mill and National Federations technical team has visited and observed that unskilled manpower isdeployed by M/s OM Enterprises.

No action by the DC on those complaints till today.
Deepak Khator and Vineet Tomar were charge sheeted by the MD from the Chief Secretary Panel has been appointed
DC directed MD to transfer all the inquiries to ADC, 07.04.2025 Kurukshetra so that Vineet and Deepak may not face any
disciplinary proceedings for not depositing the BG and other serious allegations who were favoring OM Enterprises.
Meanwhile, Deepak has approached Hon’ble High Court that MD is not competent authority to issue charge sheet and take disciplinary action against him. Hon’ble High Court has dismissed the petition and directed that MD is competent authority to issue charge sheet.
Immediately after the dismissal of petition from High Court, DC on the very same day directed MD again to transfer all the pending inquiries to ADC

20. MD replied that as per directions of High Court, he is 22.04.2025 competent to issue charge sheet and lOs of Chief
Secretary panel is enquiring the matter not the Mills.
But DC has pressing hard to enquire the matter from ADC instead of Chief Secretary Inquiry Panel.
More undue pressure which is also highlighted:
.Appoint Attendant of Directors son to Driver post which is against the HKRNL Policy. It was apprised that his original post is Attendant in HKRNL portal and he cannot be made Driver without the approval of HKRNL but still issued three showcause notices to comply the illegal directions.
Directed to handover inquiry from Chief Secretary (Panel)Inquiry Officer to ADC without any facts and even after dismissal of case from Hon’ble High Court.
As and when Om Enterprises was directed to submit Bank Guarantee by the Mills, DC intervenes and halts the proceedings within few minutes.
Selective inquiries of compliant has been initiated which are not of OM Enterprises.
DC, Kurukshetra (the then DC, Palwal) has awarded the tender of Palwal Sugar Mills also to M/s OM Enterprise in the month of July, 2024 which was in violation of State Govt. approved terms and conditions. Even the same was deferred by the Sugarfed but still awarded the same at a very higher rates (almost double) than the same capacity Mills of Sonipat.
