Why IPS Officor RS.Yadav kept mum for so long period asks Abhay Chautala-Responds Yadav that in 2006 he has written to SP,Jind narrating all the story-Issue of alleged torture of Yadav in Police post Chautala (Sirsa district)Although at that time regime has changed and Bhupinder Singh Hooda has taken as CM but according to Yadav Police didn’t took any notice of his complaint for reasons best known to themselves.Recall that Yadav was arrested by Jind Police on a complaint of one Kashmira Singh that Yadav has misused official car while he was SP,Jind.In his letter written to SP,Jind Yadav has mentioned “The preliminary Enquiry report does not show any Co- accused and it is difficult to understand that a senior IPS officer would directly contact shop owners for false bills for repairs etc of the vehicles .As a normal practice the Log Books are prepared by the drivers .It is also not understandable as to how the officer could manage the maintenance of vehicle without the help of drivers and other staff.Yadav has requested for conducting of a fair enquiry into the false registration of above mentioned criminal case and a result he was kept in four days in Police custody and tortured in the police post by Abhay Chautala personally and Mr Samay Ram Kaushik DSP/Safidon .
Besides demanding withdrawal of false criminal case FIR No 491 dated 16 September 2000 PS City Jind Yadsv has urged SP to take legal and departmental action against the above mentioned guilty persons who acted with malafide against him .The BJP leaders L.K.Adwani ,I.D.Swami and Ram Bilas Sharma in alliance with Om Parkash Chautala hatched the criminal conspiracy of falsely implicating him in the case and getting tortured in Police post Chautala at the hands of Abhay Chautala and DSP Samay Singh Kaushik.But when the State of Haryana approached the Govt of India,Ministry of Home Affairs for the sanction of prosecution U/S 197Cr PC against him in the above case the Govt of India vide its letter No 26011 /32/ 2004 -IPS dated 8th July 2004 declined the sanction for prosecution U/S 197!Cr PC stating that Advice of the state Law Department has not been furnished besides some other objections “Yadav has claimed that then Jind SP Manjit Singh has taken complaint from Kashmira Singh against him by promising him weapon license.Lateron Yadav was acquitted by the court in above case in 2006.But no action was taken on his allegations of torture in Police post Chautala by Abhay Chautala DSP Samay Ram Kaushik and then Jind SP Manjit Singh Ahlawat
