The construction of stilt-plus-four buildings by the Haryana government has been stayed by the Hon’ble Punjab and Haryana High Court, Chandigarh. However, this action seems rather like locking the stable after the horse has bolted.
By now, most old houses and plots in Panchkula and Gurugram have already been converted into stilt-plus-four structures. This has turned out to be a bonanza for builders and bureaucrats. Unfortunately, it has placed tremendous pressure on the already strained urban infrastructure.
Parking has become a major issue. In many cases, residents have converted designated parking areas into offices or other usable spaces, forcing cars to be parked on narrow roads. This has led to congestion and inconvenience for everyone.
The demand for electricity, water, and sewage services has risen sharply. Increased population density has also obstructed the flow of fresh air, reduced sunlight, and diminished green spaces. There is hardly any room left for parks or footpaths where residents can walk in the morning or evening.
Chandigarh stands as a classic example of better urban planning. Despite facing similar pressures, the administration there did not allow such haphazard and unplanned construction.
