The ₹100-crore Integrated Cooperative Development Project (ICDP) scam in Haryana is being described as one of the biggest administrative and financial scandals in the state’s history. The Haryana Cooperation Department runs the Integrated Cooperative Development Project (ICDP) to support rural and agricultural development, strengthen cooperative societies, and provide assistance to farmers across the state.
Investigators have found that several officials allegedly colluded with private contractors to siphon off government funds through fake bills, forged documents, and fabricated project records. According to the probe, large sums were withdrawn from the state treasury without any actual work being carried out. WhatsApp chats, diaries, and financial records reportedly revealed evidence of bribery and transactions worth crores of rupees.
The investigation further revealed that the accused used the embezzled funds to acquire luxury assets and high-value properties. Government money was allegedly diverted to purchase expensive flats, land parcels, and other real estate in Karnal, Rewari, Zirakpur, and Gurugram.
The scam first came to light in Rewari, following which the investigation was intensified.
The Anti-Corruption Bureau (ACB) has registered multiple FIRs in the case and arrested more than 14 people, including several senior officials. Those arrested include District Registrars of Cooperative Societies (DRCS), Assistant Registrars (ARCS), Deputy Chief Auditors, and General Manager-level officers associated with the ICDP project. Several officials have also been suspended, and dismissal proceedings have been initiated against them.Tailpiece.The audit period spans the tenures of five Haryana Chief Ministers — Bhajan Lal, Bansi Lal, Om Prakash Chautala, Bhupinder Singh Hooda, and Manohar Lal Khattar — raising the possibility that the investigation could eventually reach several influential political and bureaucratic figures.
