Are convicts or under trials allowed to talk to their families on phone from Haryana jails?

If we go by the allegations of Soni Devi wife of Sushil Kumar gunmen of ADGP , Y.Puran Kumar this is true. She has alleged that her husband Sushil who is in Rohtak Jail as an under trial is being tortured in the Jail every day alleging that his life was in danger and anything could happen to him at any time.

In a letter written to ACS (home ) and DG (prisons ) she has claimed that she received a call from Sushil inside the jail and her husband told his son on the phone that his life was in danger requesting for saving him . She has sought her husband’s transfer to another prison citing a “ Life and death emergency.

 

Millions dollars question is who in jail ensured the conversation over phone from Jail premises? If it was from landline phone then it is in the office of Jail Superintendent? If via mobile then how mobile reached in jail premises?Sushil Kumar is facing charges of extortion money from a liquor dealer in name of his boss Y.Puran Kumar then ADGP, Rohtak range .

All efforts should be made to ensure his safety as he is the only key witness left as ASI Sandeep of Cyber cell who has arrested him has already committed suicide.
