Request to CM Nayab Saini: Ensure Historic RTS Commission Move for Cooperative Group Housing Societies Does Not Get Stalled in Bureaucratic Bottlenecks

The Principal Secretary, Cooperation Department, Haryana, has reportedly sent a file to the Legal Remembrancer (LR) seeking a legal opinion on the issue of bringing Cooperative Group Housing Societies under the ambit of the Right to Service Act.

Highly placed sources revealed that the opinion of the LR has been sought on whether the management committees of Cooperative Group Housing Societies can be covered under the Right to Service Act. It is being clarified that Cooperative Group Housing Societies are governed by the Haryana Cooperative Societies Act 84 and, management committees are defined as statuary body under the act therefore, can suitably be brought under the purview of the Right to Service Act.

It is pertinent to mention that the management committee of a Cooperative Group Housing Society merely recommends the transfer of a member’s share to the Assistant Registrar, Cooperative Societies, while the final approval rests with the Assistant Registrar.

An alleged unholy nexus between certain management committees and officials in the office of the Assistant Registrar, Cooperative Societies, has reportedly led to corruption in matters related to the transfer of shares and memberships.

It may be recalled that three inspectors posted in the office of the Assistant Registrar, Cooperative Societies, Gurugram, were allegedly caught on camera demanding a bribe of Rs 7.5 lakh for facilitating the transfer of membership of 30 members of Karmyogi Cooperative Group Housing Society, Gurugram.

Congress MLA Dr. Raghubir Singh Kadian has also raised the issue in the Haryana Assembly, and the matter is understood to be within the knowledge of Haryana Chief Minister Nayab Singh Saini.

In an effort to curb such corruption, a representation was submitted by the undersigned to the Chief Minister, seeking inclusion of Cooperative Group Housing Societies under the Right to Service Act. Acting on this representation, T.C. Gupta, Chairman of the Right to Service Commission, recommended to the Principal Secretary, Cooperation Department, that Cooperative Group Housing Societies be brought under the Act.

Whistleblower Vikas Chopra has urged Haryana Chief Minister Nayab Singh Saini to ensure that this historic and landmark initiative does not get stalled in bureaucratic bottlenecks. He stated that the move would provide significant relief to members of nearly 10,000 Cooperative Group Housing Societies across the state besides prove that zero tolerance on corruption is not merely zumla but government is sincere in checking the corruption
