Haryana has coined phrase “Aaya Ram Gaya Ram”. Extracts from my upcoming book on politics, culture and governance of Haryana. Comments of Devinder Singh Surjewala political analyst .

After election in 1967 Gaya Lal who was independent MLA from Hasanpur (now Hodel) not joined Congress. But supported SVD government led by Rao Birender Singh. Very soon there was disturbances and government was not remain stable… Due to central interference moreover Ch. Devi Lal, annoyed with CM Rao, left SVD and came close to Congress once again after meeting Madam Indira ji. The political scene was changing very fast.
Horse trading started. Governor BN Chakraverti Rtd. ICS a able and genius administrator was keeping vigil eyes on the ongoing incidents political developments.
By approaching November, ’67. The political developments became so hectic turned into crisis. Hira Nand Arya and Gaya Lal was quoted by the governor Chakraverti in his diary report sent to centre that they have crossed the floor thrice a day and constitutional crisis arised in the state. Under the circumstances it is difficult to run a fair and democratic government.

In the meanwhile Gaya Lal who disassociated from SVD government again came in support. Left second & third time. Again seen with Rao Birender CM in his press conference. It was observed by press people and public when Mr Rao claimed about “Gaya Lal has come to their fold” गया लाल आ गए है। That way the phrase came into existence. Once Gaya Lal…. Then Aya Lal. But it was simplify as ‘AYA RAM GAYA RAM’.
Henceforth the governor recommended dissolution of cabinet as well as state assembly and proclamation of President Rule under article 356 of Indian Constitution in the state with immediate effect. This way assembly dissolved, fresh election declared president rule imposed.
AND a new phrase came in political circle. Haryana became famous for AYA RAM – GAYA RAM like ‘Geeta Sandesh’.
