Show Cause Notice Issued over Negligence in the Death of ‘Prince’; Commission Says – “The Value of Human Life is Far Greater than Administrative Apathy”
Chandigarh, November 09, 2025 – Taking a serious view of the persistent inaction and repeated disregard of its directions by the Municipal Corporation, Faridabad in the deceased Prince case, the Haryana Human Rights Commission has issued a Show Cause Notice to the Commissioner, Municipal Corporation, Faridabad.
In the order passed by Hon’ble Chairperson Justice Lalit Batra, it has been directed that the Commissioner must explain why recommendatory action should not be taken against him under Section 13(2) of the Protection of Human Rights Act, 1993 for failure to comply with the clear and binding directions previously issued by the Commission.
Justice Batra, in his order, stated that— “The Municipal Corporation, Faridabad has shown disregard for the Commission’s orders by failing to fix accountability of officials and by not taking any concrete steps towards granting compensation to the family of the deceased. Such conduct not only reflects administrative apathy but also demonstrates grave insensitivity towards the fundamental rights of citizens.”
Issuing the Show Cause Notice, Justice Lalit Batra, Chairperson, Haryana Human Rights Commission, sent a stern message that—“The safety of human life is paramount. Administrative negligence, defiance of orders, and evasion of responsibility will not be tolerated under any circumstances.”
The Commission also made a strong observation that the Municipal Corporation, Faridabad, by attempting to shift its statutory responsibilities to the Uttar Pradesh Irrigation Department, has indulged in “institutional buck-passing”, resulting in confusion and administrative disorder. The Commission remarked that such lack of accountability is a reflection of the decline in public administration and directly infringes upon the rights of ordinary citizens.
Dr. Puneet Arora, Protocol, Information & Public Relations Officer, Haryana Human Rights Commission, informed that in view of the available facts and the gravity of allegations, the Commission has directed the Deputy Commissioner of Police, Ballabgarh, Faridabad, to expedite and conclude the investigation in FIR No. 234 dated August 18, 2025 at the earliest.
Furthermore, the Commission has re-directed all Commissioners of Municipal Corporations, Municipal Councils, and Municipal Committees across Haryana (with certain exceptions) to submit detailed reports ensuring preventive measures and fixing accountability in such cases. The matter will be placed before the Full Commission on January 20, 2026, along with the updated status reports.
