One of the main outcomes of Putin’s visit to India is the “MOU on migration and mobility”. This lays the framework for export of Indian labour to Russia, which is severely short of people.

PM Modi highlighted this aspect of the agreements in his address to the India-Russia Business Forum. According to the reports:

“Highlighting India’s young workforce, the PM said the country is emerging as the skill capital of the world, with talent across technology, engineering, healthcare, construction and logistics. Training Indian workers in Russian language and soft skills, he added, would help create a “Russia-ready workforce” aligned with Moscow’s demographic and economic priorities.

Notwithstanding the grand language, “Skill Capital, etc.”, what we propose to do is to export our young men and women to meet the labour needs of a demographically deficit country.

This is not another H1-B programme that drained highly skilled young men and women from India. It is another Gulf-like situation, where we export mainly our unskilled and semi-skilled people to do manual task. The exports to Russia shall face the added disadvantage of an unfamiliar language and an active war along a very long border that is consuming people on both sides at alarming rates.

Why have we reduced ourselves to the level of making formal agreements to supply our young men and women for the labour (and war) needs of another country? Have we given up on the possibility of gainfully employing all our people to let them together build a great Indian nation?
