“Discharge duty without any discrimination of caste, creed region and religion ” My unsolicited advice to Young IPS officers.

Gustakhi Maaf Haryana-Pawan Kumar Bansal

Old memories two years back.
“Discharge duty without discrimination of caste, creed and religion”–My advice to young IPS,officers.
While interacting with them during foundation course at Haryana Institute of Public Administration,Gurugram I gave above advice to them adding that their only and only committment should be to Uniform and not to any politician.I advised them to maintain balanced relations with media and don’t treat them as their enemies as aim of both is to deliver Justice to people. adding that it is not possible to avoid them at a time when things spread fast due to digital era.

CULTIVATE SOME FRIENDS IN MEDIA.

..Advised them to cultivate some personal friends in media and they will provide feedback about the force and the public.
I said that today most of young IPS, officers especially women officers are very keen to publicize their good work on social media. which is not a good trend.let others should speak about how good you are or how well you have handled a situation adding that self promotion and paid publicity will ultimately lead to ridicule.Do your work sincerely, honestly and impartially and forget about the outcome.Your bosses especially the political ones may not be happy but finally you will have their respect which officers at their beck and call may not enjoy.

SHOULD NOT WORRY ABOUT TRANSFER.
Giving example of some Haryana IPS,officers I told them as how they have handled rough and tough Haryanvi politicians adding that they should not worry about transfer.I shared with them a very interesting incident.Four decades back Jind police have recovered five kg opium and the SP at that time told newsmen that twenty kg opium have been recovered so that it will be big news .In challan the Police has shown the recovery of five kg.Although newspaper clippings are not treated as evidence but they create scene..Defence lawyer produced newspaper clipping mentioning recovery of twenty kg opium and argued that fifteen kg opium has been concealed by the police.

WORK IN PUBLIC INTEREST.
Advised them that before doing anything, think whether it is legal, fair and in public interest.

NO POLITICALLY MOTIVATED ARRESTS

I told them that . the arrest and detention of a criminal is very critical in maintaining order.,however politically motivated arrests and prosecution of citizens are highly objectionable. and require condemnation.
The tendency of national level investing agencies to highlight and sensationalize petty cases is a national shame.
Recently we saw NCRB running after street peddlers instead of focussing on bulk drug deals. These tricks are for cheap publicity.

FALSE COMPLAINTS.
I told that in India we should realize that vast number of complaints are false.Property disputes lead to allegations of molestations ,illicit relations are pictuered as rape and molestation.Cases of honey trap .There are situation where both complainant and the accused are telling Lies.It is your goodness ,integrity and intelligence which would enable you to handle such tricky situations.Young officers listened me with attention and I hope that they will follow my advice..
