During a meeting with Union Minister for Housing and Urban Affairs Manohar Lal Khattar, serious concerns were raised regarding urban planning practices in Haryana. During his tenure as Chief Minister, Khattar permitted stilt-plus-four-storey construction on HSVP residential plots—a move widely viewed as compromising established urban planning norms.

Now serving at the Centre, questions are being raised about the potential impact of such approaches on urban planning across the country. There is also a perception that his continued engagement with Haryana may affect the level of attention required for his national responsibilities.

Most owners of these stilt+4 buildings have converted their properties into commercial establishments such as gyms, beauty parlours, and guest houses. This has led to heavy daily footfall, while inadequate parking infrastructure has resulted in chaotic vehicle parking across narrow streets, causing inconvenience to residents.

Former Chief Minister Bhupinder Singh Hooda is also seen as bearing responsibility for the decline in urban planning standards in the NCR, particularly in Gurugram. Development during his tenure often appeared unstructured, with master plans revised multiple times—allegedly to benefit builder interests—while essential infrastructure like rainwater drainage was overlooked.

Several sectors, including Sector 46, still lack a proper drainage system, leading to frequent waterlogging even after light rainfall.
